Migrants International Day

Migrants International Day was celebrated worldwide on Thursday the 18th   of December 2008. It was also celebrated in The Netherlands. HIRDA, a member of the Diaspora Forum for Development (DFD) attended the event organised by DFD in The Hague.

Tuky Santillan, a Dutch-Argentinean and a member of DFD explained what extra-ordinary the day meant for migrants in The Nederland. She introduced DFD as a large platform organisation with more that 40 migrants' organisations out of which eight are platforms of organisations from other continents of the world such as Asia, Africa and Latin- America.

DFD celebrated International Migrants day called December 18(an NGO with special consultative status of Economical and Social Council (ECOSOC) of the United Nations. We have a co-operation with them that will last three years through the support of Oxfam-Novib. Our objective is to promote awareness on the meaning of the day to migrants in The Netherlands. I once fled because of a dictatorship and have lived in The Netherlands for more than 32 years. Today, 19th December, we are busy with the end party of the International Migrants day. Yesterday was really a fantastic day; this was because we involved different radio programmes such as Radio Wereldomroep, radio 1, Amigo and radio Delft. It is a good thing to celebrate such day because we think that migrants are not treated well.

We are talking about 200 million migrants who have left their motherland searching for a peaceful and better life to build up their lives again. For the past years, history has repeated itself a little especially in the ‘70s. People from other countries came to Europe to work. In the ‘80s, many women from Argentina came to The Netherlands to work, and we want to give migrants a face (or recognition). Considering this fact, you will understand that it is necessary celebrate. The universal explanations are not only political flight as there are other reasons to migrate. Some migrated for studies while others move to live with their loved ones.

This year the Universal Human rights celebrated its 60th birthday. You may think if it is necessary for migrants to celebrate another conference. The universal explanation is that Universal Human rights on migration has focused on only on political refugees. When it comes to migrants, it is a different story. Therefore, for good reasons migration conventions must be ratified. 

On 18th December, a round table discussion was organised in Rotterdam bringing civil organisations to discuss International Migrants' day. Santillan attended the discussion on behalf of the DFD. Kathleen Ferrier of Dutch Christian Democratic Party (CDA) vice-chairman of the Permanent House Commission Social Affairs and Employment was also present. Ferrier's presence boosted the discussion especially when she herself said that she is also a migrant. We the DFD think we should really celebrate because there are migrants who have contributed immensely to this society. What would The Netherlands be without migrant's multi-cultural contributions? 

Many people with many cultures come to The Netherlands with a lot of baggage full with experience, language and food delicacy.

When you walk round Amsterdam and see the diversities it is what makes a land complete.

Hirda celebrated 10th anniversary of Hirda

Hirda foundation celebrated her 10th anniversary together with the foundation Doses of Hope, a Somalia-Dutch Development Organisation on the 30th of May 2008. DOH does her work especially in the Northern part of Somalia also called Somaliland.

The celebration of the tenth-year existence of both foundations brought together other foundations, government institutions and invited guests.

Chantal Gillard from the Dutch Labour Party (PVDA) - member of the House of Common, held the opening speech as the spokesperson for the Development Cooperation Medical Ethics said, "Today I want to congratulate both NGO'S for their tenth anniversaries. For the fact, that they did not only rebuild their lives here, but also gave something back to their native countries. Besides, they do not think only of their families but they have been catering for others in their communities.

The purpose of the 30th of May conference was not only to celebrate the 10th anniversary of the existence of the foundations but also to discuss their progress and projects. This happened during the workshops whereby the four items: Education, Micro-finance, Female Genital Mutilation (FGM) and HIV/Aids were discussed. In order to tackle the obstacles of these subjects, strong issues were raised.

Hirda changes education system

The three-year program is changed from 2008 to 2010. Henceforth,

Hirda paid the complete cost of the three-year education programme that lasted from 2004 to 2007 including salaries, books etc.  As for the expenses, the community did not have to contribute but only to participate voluntarily and sometimes for the safety.

 However, we want to change that, we did this last year to create awareness in the community.  We have pointed out to the parents the usefulness of their involvement in participating in the community work and in their children's education. To make education a success parents have to take ownership, this means they have to take responsibilities. Not only taking responsibilities they have to be more active in school activities.

Another reason is that Hirda cannot always cover the cost for the education. This was our initial plan when Hirda was founded ten years ago. We have decided hence forth to economize in the finances. From now on, Hirda pays only expenses of vulnerable children who cannot in any possible way cover the expenses. That vulnerable group of children is divided into three categories; the orphans, internal refugees as category of vulnerable children from other parts of Somalia that do not have anyone to rely on.

The last group are children from a large family of about more than twelve children of which the family cannot afford the children's education.  

This change will be seen in the two Hirda primary schools in Bardera and Abudwaq.

This will means that fifty percent of the children will have their cost paid by their families while Hirda will cover the remaining considered as most vulnerable.

´The underlying thought of this action is also to create sustainability, something we have had in mind from the beginning, ten years now, ´, according to Mr. Egal from Hirda Board of Directors. Instead of giving them fish repeatedly, teach them how to catch fish so that they will understand how essential and precious education is. Another reason is to provide security for them and let them be aware that donors will not make financial contribution forever. Through awareness, they understood the usefulness and gradually be adjusted to this new method of education to be more independent. This will finally lead for improvement for all parties including Hirda.

The history of education in Somalia relates much to cultural education. In the past, the government covered every expense as far as education is concerned, primary and even up to the university level. This has changed because of the prolonged war. With no government on charge has meant no educational institution.  People abroad subsidize the schools that are in existence. In the past years, Hirda Foundation covered all expenses for all the children in its schools. From 2008, a new system has required half of the children who can foot the school bill themselves to do so.

The reason for this change is because the educational system in the Somalia need to reflect practices is Western countries where parents always take financial responsible for their children's education. By taking financial responsibility on their own, they realise how valuable and precious education is. They work harder to cover the bill themselves. This was at the core of Hirda Foundation educational planning some ten years ago when its considered the vitality and thought of applying western education system to the country of origin (Somalia). According to Mr. Egal, "it has been a very slow process because Somalis are used to free education system. Remarkably, after working for ten years for alteration and awareness, our plan has now been realised.

Since 1998, HIRDA has been promoting primary education programmes in Somalia. Its vocational schools started four years latter to train students who finished their primary education in technical skills. This will not only raise their chances of job opportunity in the labour market but will help to provide the country with basic technical skill needed in their production sector.  HIRDA assisted other students that preferred to continue secondary education with school materials like textbooks.

There are several secondary schools run by other NGOs in Gedo region with loose links. It is important to put in place a coordination system for secondary schools in the region. Therefore, HIRDA took the initiative to create an umbrella for higher education at the beginning of 2008 and invited seven NGOs involved in education in the region for their participation. The umbrella is called GEN (Gedo Educational Network) and was officially launched in March 2008.

The objective of GEN is to coordinate

  • Educational Programmes in the region and share communication, lobbying and advocacy for better education quality
  • Fundraising and teachers' training programme and setting-up a common syllabus
  • Co-operation with other education networks in the country
  • Co-operation and common policy with UN organizations supporting education programmes in the country like UNICEF and UNESCO

GEN became a partner with AET (African Educational Trust) in 2008. AET is based in London and provides services to different Somali Educational Umbrellas. These services include

  • Textbooks
  • Preparation of final examinations for grade eight and form four leaving examinations and supervision of exam corrections
  • Issuing internationally recognised certificates for students leaving grate eight and form four
  • Providing scholarship to graduates from secondary schools

Last year 17 students finished secondary school in Bardere - Gedo region. Most of these students couldn't find a job and they were not able to continue high education because of lack of University in Southern Somalia. HIRDA employed three girls out of these 17 students and attached them to HIRDA office.

AET grants scholarship for students that finishes secondary schools in Somalia yearly.  More than 200 students were eligible for scholarship this academic year 2007-2008 but only 18 students from all over Somalia were granted scholarship. Two students out of these 18 students (a girl and a boy) were from HIRDA School in Bardera. The selection was based on the record of the students. The students (the girl & the boy) will study at the teacher-training faculty in Amoud University in Borama - Somaliland and will serve in HIRDA schools for two years after they finish their education.

The scholarship award is a good development that will inspire other students in Secondary schools in Gedo region to achieve higher education. HIRDA will work closely with AET for more scholarships in the future.

Flood menace in Bardera District

Flood menace in Bardera District, Bardera town was today affected after a heavy torrential rain which lasted for almost nine hours with Bardera town and its surrounding villages encompassed with a stream flashing back river water as a river has already got filed to the brim,

 Obviously this caused flood in Bardera town mainly WABERI village KURMAN and Musawa village of Bardera were the most affected. Moreover the flood caused no death but fifteen injuries were reported and 3000 Households were displaced after their properties were all destroyed. According to the interagency emergency meeting by the local and interagency meeting in the district who carried the need assessment, the situation was totally disastrous and requires an emergency intervention

 HIRDA a local NGO in the area issued logistical support to the displaced while the rest took part in carry out need assessment. In the light of the above the interagency meeting came up with the following discussion based prioritization for humanitarian intervention

Are the following: -

-        Safe and clean water.

-        Mosquito net (LLIN)

-        Food

-        Shelter

-        Non food items (NFI)

-        Medical assistance (EPI)

-        Flood protection tools

This flood problem is always recurrent and therefore needs a technical approach in competing this kind of pandemic which leads to various side affect rising mortality and morbidity rate in the district

Current those displaced have integrated with others under thus caused burden to the host family as the rain has just started in the district fear of more displacement death and others might erupt leading to humanitarian catastrophe if the situation is unresolved

Local and International NGOs in the area are requesting urgent humanitarian intervention.

Names of LNGOs and international NGO who participated in this interagency meeting are: - HIRDA, ICRC, SRCS, WDC, SORDE And BADA.
